Global Restrictions for UV-328 & Dechlorane Plus in Consumer Products

New international regulations have come into effect targeting two widely used industrial chemicals, UV-328 (CAS No. 25973-55-1) and Dechlorane Plus (CAS No. 13560-89-9), both of which are commonly found in a variety of consumer products.

New Regulations in Japan & Europe for UV-328 & Dechlorane Plus

Ministry of Economy, Trade and Industry (METI) of Japan

In an effort to limit their use in manufacturing and reduce environmental emissions, the METI Government of Japan has amended its Chemical Substances Control Law (CSCL). As of February 2025, both UV-328 and Dechlorane Plus have been designated as Class I Specified Chemical Substances, meaning their manufacture and use are tightly controlled. Import restrictions on products containing these chemicals took place in June of this year.

Regulation (EU) 2019/1021

On June 15, 2025, the European Union (EU) officially amended Regulation (EU) 2019/1021 on Persistent Organic Pollutants (POPs) to include UV-328 and Dechlorane Plus in Annex I, prohibiting their production and use and restricting the import of products containing them across the EU region.

What is UV-328?

UV-328 (CAS No. 25973-55-1) is part of the benzotriazole class of UV stabilizers. It is primarily used to protect plastics and organic pigments from degradation due to sunlight and weathering. Common applications include:

  • Industrial coatings
  • Plastic films and packaging
  • Inks and paints
  • Sealants and adhesives

UV-328 has been identified by the Stockholm Convention as persistent and bioaccumulative, particularly in aquatic organisms—posing a significant long-term risk to the environment.

What is Dechlorane Plus?

Dechlorane Plus (CAS No. 13560-89-9) is a chlorinated flame retardant, used to inhibit the spread of fire in various materials. It is commonly found in:

  • Electronics and electrical components
  • Building and construction materials
  • Automotive parts and textiles

Also listed as a Persistent Organic Pollutant (POP) under the Stockholm Convention, Dechlorane Plus is highly persistent and bioaccumulative. Toxicological Research has linked it to endocrine disruption and liver toxicity.
